Has anyone considered that the U.S. wants to have the ability to project power in that region, and that the enironment for doing so from bases in Saudi Arabia is taking a turn for the worse. Regardless of how the Iraqi government shapes up, we will have to maintain forces in Iraq to "help defend their borders" for a long time to come.
