I was told information under Chatham House rules (sp?) which, if what you're saying is correct (and it certainly seems to be) was grossly wrong, which is _really_ irritating. That's not supposed to happen, that's the purpose of the rules. This is not an area of specialty for me, so I'm certainly open to being proven wrong, and so far I'm about 90% convinced that I was, in fact, wrong, and the Bush Administration has not at all followed through on a promised noble effort. A couple of questions would be: 1) Some NGOs did support ABC - but was this a general position? I was told no, but perhaps that was wrong. 2) How does the funding under Bush compare with previous levels (as oppposed to promised future levels)? Is he better than his predecessors, but not as good as he promised to be, or has he cut funding in an absolute sense?
