Pretty old idea actually.
I ran across it in Tom Paine Maru (1984) by L.Neil Smith.

Smith, love him or hate him, was a bit to a good bit ahead of the 
crowd with the skiffy predictions. He even matched Brin with 
intelligent Apes and Dolphins publishing The Probability Broach the 
same year as Sundiver.

Too bad he had to go get all political. (Probably the funniest line I 
ever wrote.)
