I suspect it is; Sterling puts in a bunch of
cute touches.  It would be hard to prove, though,
since a lot of the story is about the Emperor of
Mars.

This sequence of stories is set in an alternate
world where the naive science fiction that
populated every planet with humanoid aliens turns
out to be right.  I believe there are a lot of
homages to "classic" novels which I didn't read.
