With respect to people finding teams near them, have you checked out the BUF 
web site recently? I think you'll find there is such a mechanism on there and 
has been for a long while.

On the subject of a register of players, there is no quick and easy way to 
achieve this. As a player interested in the organisation of our sport, I would 
have expected you to have done this already, but may I suggest that you read 
the BUA proposal where this has been addressed in full.
