I'll take that on (if no one else steps up)--I already have a
VirtualBox VM that's almost what is needed--cloning and adding these
requirements should be fairly straight forward It is currently 1.5 Gb
and will be larger after the necessary additions.

You won't be able to use the web interface to upload given it exceeds 1GB, but you can use scp or rsync (HACKING has instructions). Given the developer-centric nature, it probably doesn't warrant subdirectories like the others but I'll leave that up to you to decide.
My current VM is named "ubuntu-10.04-LTS-32bit-DOCBOOK-tb-v1.0.0"
which (the name gives away) is a turn-key DocBook 5 book project.
Using our release naming rules in HACKING, it would be named something like "BRL-CAD_7.21.0_ubuntu_10.04_x86_r49663.ova" or similar. While for GSoC, I don't think the name needs to say that so we can reuse the image for other purposes. Does that work?
Once that's sorted out, the only thing remaining will be to write up a step-by-step list of instructions on what one does with it. Maybe on the wiki and copies as a README into the sf.net download folder with the ova.
