Yes, you can always submit patches to BRL-CAD. That is totally unrelated to
the GSoC deadline.
To get started, have a look at http://brlcad.org/wiki/Deuces and pick a
task. Although it would be better if you ask your mentor regarding the
patch to submit. Here's more on how to create and submit a patch :
