I had in the /usr/brlcad/share/brlcad/ directory an another, 7.18.5/
directory but don't have any 7.20.6/ directory.

That is curious.  Perhaps the Linux maintainer installed the data resources into a different location.  Try finding the skt_ed.tcl file:
find /usr/brlcad -name skt_ed.tcl

It may simply be /usr/brlcad/share/tclscripts or something similar.  If it returns nothing, then something's probably wrong and we'll have to look into it.
