In theory, make it work like it did before. For 6.0, that'd mean when a
pre-4.19 kernel is being used of when unicode=no is specified.

While I don't like the charset= parameter, because it's kind of a hack, I do
understand why it was introduced and it wasn't my intention to break it. My
desire to remove it is because, as we've now learned, it was way too easy to
accidentally break it, and I really do think that the right thing to do is to
remove it when it's no longer needed. Reaching that state should be possible
now that we have full Unicode access to the screen content.
