That's a matter of opinion. I myself think it's better to build brltty in a
way that'll allow it to be used on older versions of Android (rather than
just on the latest).
However in what way does targeting a higher SDK level impact the ability to
run on older devices? In the apps we build, we set a minimum of SDK 16 in
the manifest, while targeting SDK 28. This means that the app will still run
on Android 4.1, but won't receive complaints from Android 9.
