Hello Vincent, It is okay to put rockers.kti directly under /etc/xdg/brltty. That's what I am doing myself and I can report this works and I think it already did with brltty 5.6.
So, for sure, there is no need to create other directories. Beyond that I don't know, sorry. Depending on how brave you are, you may try running brltty manually so increase its logging level, so that you can figure out which files it reads. You could also achieve the same by using strace.
