Hi, How did you install brltty on windows? brltty can be installed in windows which works fine here in my qemu based windows vm.
Press windows+u and select install brltty there. You have to select your braille driver there as well. Last Step is to enable brlapi service in windows. Per default brlapi service starts only with narrator. Press windows+r and type services.msc Find the brlapi service and change it's start behaviour.
