This other issue has been resolved and I can happily report that with the 6.9 release of BRLTTY, Orca as a BrlAPI client will claim the correct VT in the GNOME 49 environment again. This is great news because switching to the text console while GNOME 49 is running did not carry over the Braille display, which remained under the control of Orca.
