Those are two different events. When the logic was implemented: That, as it turns out, was an accident. Originally, there was a place where the commands were passed to BrlAPI where the command swapping hadn't occurred yet. Then, later, passing the commands to BrlAPI was moved to just another step in the command processing stack. The original intent, therefore, wasn't to pass the swapped commands to BrlAPI.
