Dave has fixed the issue, I have uploaded a fixed build on http://brl.thefreecat.org/brltty/brltty-win-4.1-2.exe (installer) http://brl.thefreecat.org/brltty/brltty-win-4.1-2.zip (portable) which shouldn't need the screen-driver no any more.
