When I try the advice given of setting braille-device to
usb:,bluetooth:address in brltty.conf and restart brltty it does not come
back up. I have not found any definite error yet but that may be because
it is getting burried in other things as I get brltty back to functioning.

Yes. Specify both devices separated by a comma. For example:
braille-device usb:,bluetooth:address
