As reported by Jason Batchelor on the mailing list, Bro 2.4 doesn't seem to be
respecting file extraction limits. I suspect this is due to the file
reassembly changes that went into Bro 2.4. We need to create a test case for
this situation once we figure out how to reliably make it fail.
