I have heard of - but never tried - a set of "starting cables". Two tubes, of suitable length, one with connectors for beer in each end, and the other for CO2. Set the full keg higher than the empty one, connect the beer taps with the beer cable, and apply a bit of pressure to the flow started. Connect the CO2 ends together to provide for return flow.
