Not directly of cider, but I have made several yeast starters in apple
juice. It comes in sterile packages in practical one-liter size, and has
enough sugars for the yeast to get really well going.

Sure it should be possible to ferment that stuff for drinking. It may
end up quite dry, as there won't be so many non-fermentables in it.

Maybe a combination of apple juice and beer?
