Sure. All yeast, and same times. Half the materials.
But you can also make your beer in two halves, make first the first 10
liters, and then then another 10 liters. Add the yeast when the first
half is cold, and dump the second portion on top of it when it is cold.
That is assuming that you have a fermenting bucket of something like 30
liters (room for the foam that develops).
or, as others ahve suggested, boil it all, and add more water.
Remember,
it will be beer anyway
