I usually don't bother with starters, when brewing 20 liters batches on
dry yeast. The yeasts seem to be quite effective, and get a good start
anyway. I do rehydrate them properly (boil some water, let it cool down,
and dump the yeast in it). Some times I then boil some sugar water (or
early wort), cool that down, and dump into the rehydrated yeast.
As usual, be awfully certain about hygiene when dealing with yeast and
wort (from cooling until you see it fermenting). Then you can sure that
it will be beer anyway
