Probably because beer brewing is not an exact science, and different
sources give different rules for approximating the EBCs you get out of
the malts.
Actually, the whole idea of describing the colour of beer with just one
number is a big oversimplification (how many EBC would you expect from a
Kriek?).
And the numbers do not matter all that much anyway, as human colour
perception is weird in its own ways (just look at the same beer in
sunshine, candlelight, and under a neon linght). What matters (a bit) is
that you can sort your beers into light, medium, and dark ones, and
perhaps compare two beers against each other.
