Probably yes, but why don't you roast your own? Just take some pilsner or pale malt, and put a thin layer of it on a dry, hot pan. Stir around until it starts to smell roasted, and you see the first fine dust turning middle brown. Don't wait until it is all black. There is no way of knowing exactly the precise EBC number for it, but if you are making a black beer, as it sounds like, it shouldn't matter all that much. Fry another pan if you want to be sure. You can do this with already milled grains, or with whole, if you prefer to mill them afterwards. I haven't noticed much of a difference.
