This has not been decided yet.  A survey is in the final
stages of preparation, and that is one of the questions.
I assume that there will be a digital certificate to accompany any paper-based credentials. If that assumption is correct, the key pair should be generated and issued at the time of enrollment using a reliable enrollment procedure. That way the credentialed person can assert his/her qualifications reliably and easily.
