Why would the core team member certify someone? Are they paid? Volunteer
-- and if so -- how much time involved to certify?
How do they know that the test was actually completed by that person?
Maybe you can share some more information on how the identity of the
person can be proved.
For example, what keeps one person from proving their identity with
PGP/GPG but then having someone else complete the testing?
