Not for the associate level. For other advanced levels this may be required. There are quite a lot of good admins who donot know C and quite a lot of developers who are not good admins either. By the way the BSD development is being progressing ( ports, packages etc making installation, configuration simple ) a good administrator need not necessarily have Programming skills to get most of the things setup unless there is some highly customized requirement.
