Not for the associate level.
For other advanced levels this may be required.
Requiring this for the associate level would be putting a big burden
on the newbies who may want to Learn and get certified.

While Providing the Study materials these things should be mentioned
and the candidates for the associate level can be encouraged to
participate in such activities.
By doing this we would be inculcating a giving mentality in such
candidates where they can be givers to the BSD community and not just
be takers.

Certainly not for the associate level :-)
In the former days maybe every Unix admin was a C programmer too but
the scene is quite different. There are quite a lot of good admins who
donot know C and quite a lot of developers who are not good admins
either.
By the way the BSD development is being progressing ( ports, packages
etc making installation, configuration simple ) a good administrator
need not necessarily have Programming skills to get most of the things
setup unless there is some highly customized requirement. And that
certainly is not expected from the associate level :-)
