Both are essentially the same entity, just different people, no? Hmm, AFAICT there seems to be the notion that once a Jakarta project went top level it is somewhat "more accepted". (Also, in the past months there have been initiatives to move projects to top level, causing discussions and ideas of what should happen to Jakarta itself, once all projects have gone top level.)
