Preliminary remark : At a time when the economic situation is particularly difficult, arguments for monument protection have an especially hard time. It is therefore urgent that Europe become aware of the need to provide itself with a right-of-veto instrument, to defend and conserve one of Europe’s greatest riches. This is about our common memory, our humanistic values, and over and above them the best possible guarantee of passing them on, for we only possess the usufruct of this heritage. It is also about long-term attention to the question of which cultural, intellectual and economic obligations our societies undertake. It is about creating this sensitive balance; the conservation and appreciation of the architectural and landscape heritage are not aimed at the social or economic interests of individual countries. To believe that would be a serious misjudgement, as many examples show. Thus it is an honour for us to submit to the European Parliament the proposal for a law to protect our architectural and landscape heritage : the establishment of a right of veto giving the Parliament the possibility of intervention, if a member state, or a subdivision of a member state such as a regional parliament or a local authority, takes a decision in conflict with the above-mentioned goals. Such a supra-national legal possibility (which should be agreed with competent specialist associations and experts, plus the authorities affected) would be an appropriate response to situations in which the national, regional and local authorities all too often fail to fulfil their role as unbiased protectors of our cultural heritage. Such a right of veto would, moreover, create the time required for really conscientious checking of the facts.
