if you run in a terminal budgie-desktop --version and it reports 10.2.9 then you are fully up to date. I would however expect after a fresh install and a full upgrade odd things like you have observed because lots and lots of system libraries and a full desktop upgrade has occurred.
Now that you have fully updated does the lock screen still stop you logging in? I tried logging in a few times after that with correct password and it did the same thing each time. It acted as if I was going to be taken into desktop, but ended up right back at login screen. So I just decided to reboot/restart computer, got to drive encryption password screen, entered the password, that worked. Got to login screen again, entered password again and then it worked.
