Public bug reported:
Tap to click with Synaptics touchpad appears to have developed a problem
in Ubuntu Budgie 18.04 beta-1 that was not in the alpha. When using the
touchpad to click links (and occasionally drag windows) the right-click
context menu appears. Changing all the touchpad settings in Control
Centre has no effect on the problem. System has been re-installed twice
to ensure it was not an installation issue.
