Public bug reported:
Since installing on 19.10 (and has continued after updating to 20.04):
Any newly installed applets (via Budgie Applets) do not appear in Budgie
Desktop Settings until the system is restarted. After restart, some still have
not appeared, such as WallStreet.
TLDR: Logging out and logging in does not make new applets appear. A
full restart is required for some, and others don't appear.
Budgie desktop version: 10.5.1
Ubuntu versions: 19.10, 20.04
