Syntax rule on ISO 13751 page #45 with complex-marker specific only upper case J ( and no lower case j), but I would argue that ISO 13751 also only specific upper case E for power such 1E2 (and no lower case e), but now we accept number like 1e2 ( with lower case e); so, it seems allow lower j to compose complex number is similar and acceptable.
