It is Vincent Goulet's "Emacs for Windows Modified" emacs-24.4-modified-2.exe obtained from http://vgoulet.act.ulaval.ca/en/emacs/windows According to the "what's new'', it was released on February 2nd, 2015 and contained AUCTeX 11.88. However, this has been superseded by emacs-24.4-modified-3.exe released April 1, 2015 to update ESS to 15.03.
