testsuite generation on darwin broken

Hi Eric,

On powerpc-apple-darwin8.11.0, with m4-1.4.10 installed,
  make check

results in a testsuite that contains only the single line
  #! /bin/sh

with current git Autoconf.  Is this due to some m4wrap bug?
