autoconf-2.68: test 199 hangs under Cygwin

Hi,

I just gave autoconf-2.68 a try under Cygwin. Is this supposed to work 
rsp. does this work for anybody?

For me, autoconf-2.68's testsuite seems to hang in test 199, after 
having emitting several FAILEDs on preceeding tests.
