Note, Meson can "get away with this" because recursive/subdir options
(Meson calls them "subprojects") have a reserved syntax. Normal options
are -Doption=value (not --with-*) and recursive options own the ":" and
are spelled -D<subdir>:option=value.

Being able to pass configure options which are specific to a
sub-configure feels like a generally interesting idea, and would also
unlock checking for spelling mistakes even in recursive builds.
