The GAS manual does not say this. It does say in (as.info)Macro that the ampersand can be used as a separator in altmacro mode. It continues to say Note: this problem of correctly identifying string parameters to pseudo ops also applies to the identifiers used in `.irp' (*note Irp::) and `.irpc' (*note Irpc::) as well. which doesn't actually say that & has a special meaning within .irp as well. However, this could well be the reason for the bug, as an .irp loop is being used.
