For binuitls-2.24, on long jump for BOOKE instructions, assembler can relocate
successfully, on long jump for VLE instrucions, assembler can not relocate
successfully, so linker will report:"relocation truncated to fit:
R_PPC_VLE_REL24 against symbol "xxx"
