Gold isn't ignoring the --as-needed option, but it's treating the library as
"needed" if there's a reference to it anywhere on the command line. According
to the ld manual, it should be added to DT_NEEDED only if "*at that point in
the link* [it] satisfies a non-weak undefined symbol reference from a regular
object file."
