Temporary patch
I've used this patch to get me a bit further in my quest for a Linux/AIX cross
compiler. This is caused by this PR (bug 14698) it looks like the history was:
2010-09-15 492d5973f (H.J. Lu)
: plugin_target added, null unless --plugin specified
2010-12-08 90b79792c (Alan Modra)
: target options added, target defaults to plugin_target if it exists
2014-04-03 92b1b6786 (Markus Trippelsdorf)
: plugin is now added as default earlier in the build with --plugin required
