I've moved this from gdb to binutils based on this from the gdb mailing list
discussion. Unfortunately, I reported this in March 2020 but didn't follow up
and file a bug.
In the previous thread Jim Wilson said this is a binutils bug, and he fixed
a similar bug already for RISC-V:

I have no idea how to fix this in binutils based on Jim's RISC-V work.
