I'd independently tracked down GCC PR 97683 to this conflict between --gdwarf-5
and relaxation, but I'm not sure the patch is the right fix. I need to poke at
it a bit more to understand the rationale for the existing code in md_begin
that disables relaxation -- it predates my work on Nios II and may be obsolete?
Otherwise it might be a better choice to fix the GCC assembler specs not to
pass --gdwarf-5 on nios2 targets.
