I cannot reproduce this problem.  The dependency %D%/$(am__dirstamp) ought to
cause the doc dir to be created via a rule in gas/Makefile.  This one:

doc/$(am__dirstamp):
        @$(MKDIR_P) doc
        @: > doc/$(am__dirstamp)
