We were adding these to glibc in the past until now:
* libc_cv_include_x86_isa_level=no (for PR27318)
* libc_cv_have_x86_lahf_sahf=no (for PR27991)
* libc_cv_have_x86_movbe=no (for PR27991)

We dropped them in glibc-2.38, which is why I can hit this test failure with
it, but if I do the same to glibc-2.37, I get the same result.

so: It looks like binutils is doing the right thing and hence the patch in
comment 7 is OK.

I'm going to apply patch 1, and send patch 2 to the ML and see if H.J has any
comments just in case, but I think I'm happy with the explanation now.
