This was changed in 41f37a6fb71f2a3de388108f5cdfca9cbe6e9d51, and binutils now
expects the plugins in /usr/lib/bfd-plugins.
This is at least consistent, but it creates a conflict if you have
cross-compilers.
Where are you supposed to put the plugins in that case?
