If and when the glibc bug:
https://sourceware.org/bugzilla/show_bug.cgi?id=33212
is resolved, use GLIBC_ABI_X86_64_PSABI as the version indicator instead of a
fixed GLIBC_2.36.
This allows downstreams to backport specific features and add version features
one at time or staged, rather than having to move EI_ABIVERSION forward in a
proscribed order.
Note: I think the idea of using needed versions with meaninful semantics is
useful and something we should practice to see how deployment works out.
