That's very odd. <http://www.novell.com/products/linuxpackages/enterpriseserver/i386/index_all.html> says SUSE LINUX Enterprise Server 9 for x86 has wget 1.9.1, which should support -C off. Even Debian stable (which I thought was the oldest "newest" distribution on the planet) has wget 1.8.1, which supports -C off. Perhaps you have an older wget in your path by mistake? You have easy access to the older wget, so you can do the research more easily.
