Yacc script correct?

The Bison from CVS (Mac OS X, version 10.4.9) produces the script / 
usr/local/bin/yacc:
#! /bin/sh
exec '/usr/local/bin/bison' -y ""
Then 'yacc --version' produces:
/usr/local/bin/bison: cannot open file `': No such file or directory
And the same on other 'yacc' compiles.

What should it be?
