I am concerned about this behavior:

This is implicit behavior, and this syntax is not supported by any  
other package manager.

I feel, as an opinion, that this should not be supported.  That the  
proper syntax should be

                   =dev-db/mysql-4.1.22-r1 action=install cmp=eq  
version=4.1.22-r1

That said, it's my opinion and I'm willing to be talked down from  
it.  The more beer, the better your chances ;-)
