The FHS (http://www.pathname.com/fhs/) frowns on the creation of a new subdirectory in /var for programs. This also causes trouble for systems like SElinux which sets permissions for the various /var directories as appropriate.
In particular, /var/cfengine/outputs should probably be moved to /var/log/cfengine.
